Aspects of the diagnostics of the interplanetary medium on the basis of cosmic-ray intensity data are examined in connection with the use of a power-spectrum relationship between cosmic-ray intensity and IMF strength. This approach is used to consider two problems: (1) the relationship between the spectral characteristics of cosmic rays and the IMF components, with emphasis on the contribution of the Bz component; and (2) the frequency characteristics of cosmic rays and the Bz component before the arrival of disturbances.
