The paper examines methodological aspects of the diagnostics of the fine structure of artificial ionospheric disturbances using a phase technique for measuring the effective reflection height of radio sounding signals. Doppler signal filtering is used to improve the resolution in multipath conditions, making it possible to achieve an effective-height measurement accuracy of about 200 m.
