The scatter in the reddening diagram of E (B - V) vs csc |b| for
Galactic globular clusters is found to be proportional to (csc
|b|)1/2 and is due to cloudiness of the reddening layer. An
asymmetry between the north and south Galactic hemispheres suggests
that the Sun may be south of the mid-plane of the Galaxy.
