Missions of Communications and Broadcasting Engineering Test Satellite (COMETS) are to develop and evaluate the new technologies in the field of Inter-orbit Satellite System (ISS), advanced Broadcasting Satellite System (BSS) and advanced Mobile Satellite System (MSS). Mission system of COMETS, presented in this report, includes an allocation of the overall function and performance to earth station, spacecraft and user terminal, an arrangement of the frequency assignment without interference between these three mission subsystems with telemetry command subsystem, and hardware integration. This report presents the outline of COMETS mission, overall system performance, function and performance requirements for each subsystem, and hardware configuration based on the results of the preliminary design.
