Calculating the time delay of the signal propagation from the transmitting station, through the geostationary satellite to the receiving station, need to know the coordinates of the earth stations and satellite. Generally, establishing a synchronous observation network is needed for determining the satellite coordinates in the high precision satellite time transfer system. A non-coordinate method for determining the propagation delay of the satellite time signal is proposed. The accuracy of the satellite time serivce is a few microsecond without knowing the coordinates of the satellite.
