The inverse problem of determining the structure of three-dimensional electron concentration inhomogeneities in the regular layered ionosphere from scattered radio waves is analyzed in the context of a model of an isotropic ionosphere and scalar waves. A solution is obtained by using the following well-known asymptotic methods: Born's approximation, the method of smooth perturbations, and methods of geometrical optics.
