Electron density irregularities are viewed as wave packets propagating in the ionospheric plasma. Here, the phase velocity of the propagation is a function of the scale or transverse wave number. In determining the drift velocity, it is necessary to account for the spatial and frequency dispersion of the phase velocities of interfering plasma waves. A spectral analysis method for determining the dynamics of ionospheric irregularities is described, and applied to the investigation of drift in cases of normal and oblique ionospheric sounding.
