We propose to obtain seven WF observations of Pluto, Charon, and 14th-magnitude star GSC 5024/714 over a period of 3.2 days in August 1993 in order to obtain more precise values for the masses and densities of Pluto and Charon. These new observations will augment the data set obtained in August 1991 under program GO2215 and confirm its results. Both the GO2215 observations and the new observations will independently provide a Charon density determination to roughly 20 percent. A combined solution, new calibrations, and comparison of results from the two opportunities will probably permit additional improvements to about 10 percent. A lower limit to the Pluto density has been determined with GO2215 observations to better than 4 percent, but the upper limit is currently limited by uncertain knowledge of the Pluto atmospheric model and of the corresponding lower limit in Pluto's radius. The 1993 observations provide an essential check on the lower limit of Pluto's density, and the combined observations can improve this limit. The improved densities of Pluto and Charon would provide important boundary conditions for the composition and evolution of Pluto and Charon.
