A method for determining spiral-structure parameters from observations of the stellar velocity field is proposed which makes it possible to obtain both the geometrical and the dynamical parameters of the spiral structure. In addition, the parameters of Galactic rotation are derived, taking into account the perturbations to the stellar velocity field caused by the spiral structure. The proposed technique is applied to a sample of 183 A, F, and G supergiants and 192 long-period Cepheids. The results indicate that: (1) the sun is located between the Perseus and Sagittarius spiral arms; (2) the Orion arm is not the main spiral arm; (3) the rotational velocity of the spiral pattern is similar to that of the Galaxy in the solar neighborhood; (4) the local centroid moves only in the spiral-wave field; and (5) the spiral structure is a small perturbation to the basic axisymmetric state of the Galaxy.
