A theoretical analysis of possible approaches to the title problem is presented, with consideration of the theory of astronomical measurements of the zenith distances of celestial bodies at the local meridian and of the theory of measurements of arbitrary azimuths. The equations for the reduction of meridian observations are relatively simple in form but do not allow time corrections, a problem which is avoided in the case of measurements in arbitrary azimuths. An observation program is discussed.
