Precessional corrections and constants of galactic rotation are determined on the basis of the proper motions of 166,179 stars contained in the latest version of the AGK3 catalog. A statistical investigation of the data employed is outlined, the sky is divided into small areas to facilitate calculation, and the basic equations to be solved are discussed. Solutions are obtained for solar motion, precessional corrections, Oort's constants, and galactic rotation (on the basis of a three-dimensional kinematic model). It is concluded that: (1) AGK3 stars brighter than a photographic magnitude of 8.0 should not be used in studies of precessional corrections and galactic rotation; (2) stars in the neighborhood of the sun and high-velocity stars are not suitable for solving the problems considered; (3) small magnitude-dependent systematic errors in proper motions may exist in the magnitude interval from 8.0 to about 12.5; (4) the computed precessional corrections are in satisfactory agreement with the results of Dieckvoss (1967) and Fricke (1967); and (5) the results for Oort's constants do not differ significantly from other recent determinations except for stars of spectral types O to B2.
