The history of star position determination is reviewed and absolute and differential observations for the construction of the FK5 reference system are discussed. The relation between spaceborne and ground based observations is considered. With respect to FK4, the introduction of the IAU (1976) general precession value changes proper motions, but does not change positions except for higher order effects. The FK5 equinox necessitates additions to proper motions in right ascension of FK4 at 1950.0. Absolute and quasi-absolute observations indicate that zonal corrections are needed. Strong oscillation near the south pole is reported. The FK5 mean places do not include E-terms of aberration. These are included in reduction to apparent places. Computation of apparent places includes relativistic effects and nutation theory. The standard epoch and equinox are J 2000.0.
