The paper presents formulas for calculating the actual values of electron temperature and variations of level populations in H II regions from simultaneous measurements of pairs of recombination alpha-lines of excited hydrogen. The advantage of the method is that it employs any alpha lines, which are several times more intense than beta lines. The use of this method to determine electron temperatures and variations of level populations on the basis of observations with the RATAN-600 and Bonn 100-meter radio telescopes is considered.
