Recombination lines of highly excited carbon C635 alpha - C643 alpha have been detected in the vicinity of the dust cloud L1407 on the UTR-2 telescope. The intensity of the absorption lines is 0.0007 of the background level, the linewidth is about 1 kHz, and the radial velocity about 10 km/s. The region responsible for the detected lines and the absorption in the low frequency continuum is found to have an electron temperature of less than 20 K and a density of 0.1/cu cm.
