Thin magnetic flux tubes with enhanced field strengths are found in the Io torus. The size of the increase in the magnetic field strength is comparable to that expected if the tubes contained no Io torus plasma. The tubes are found outside the orbit of Io but not inside. Since empty flux tubes should be buoyant in the Io torus and float inward to Io, we believe these tubes are moving inward to the mass loading region at Io. This return flow maintains magnetic flux balance between the jovian interior and the magnetosphere in which there are strong radial flows from the torus outward. The latitudinal variation in the magnetic signature of these depleted flux tubes is consistent with the expected latitudinal dependence of the beta value of the torus plasma.
