A possiblity of formation of layers of increased plasma concentration in the regions of groups of spots in the weakly ionized solar chromosphere due to the neutral gas friction force is considered. The influence of these layers on the frequency spectrum of the solar radiation is shown. Conditions are defined for plasma filling of the arc structure of magnetic field in the presence of vortex motion of neutral gas above active regions.
