Similarities and differences between nonlinear radiative transfer during Compton scattering and during decay processes are examined. It is shown that the combined action of both effects will lead to electromagnetic-wave transfer in the low-frequency spectral region and to the simultaneous excitation of plasma turbulence with an effective temperature that is an order of magnitude lower than the brightness temperature of the radio emission. It is emphasized that both Compton scattering and decay processes should be taken into account when analyzing the nonlinear transfer of low-frequency radiation.
