We describe a new initiative, the Dark Energy Spectrometer (DESpec), a 4000-fiber instrument concept for the Blanco 4-meter telescope at Cerro Tololo Inter-American Observatory (CTIO) in Chile. In a survey of about 300 nights, DESpec could obtain spectroscopic redshifts for of order 10 million galaxies over 5000 sq. deg. selected from Dark Energy Survey (DES) imaging and, under certain assumptions, would improve the Dark Energy Task Force (DETF) Figure of Merit by a factor of several over DES. The instrument would be swappable with the DES camera (DECam) and would share the optical corrector.
