Solar-wind cyclotron waves near 1 AU are discussed for frequencies well below the electron cyclotron frequency and wavelengths much greater than the electron cyclotron radius but less than the proton cyclotron radius. The conditions for the existence of left- and right-handed circularly polarized cyclotron waves and the damping characteristics of these waves are identified.
