The cyclotron instability of a relativistic electron-positron plasma subject to a strong magnetic field and penetrated by an ultrarelativistic positron beam is analyzed with reference to phenomena in neutron stars. The beam particles have a highly anisotropic distribution function with a finite value for their effective pitch angle. Under certain conditions the beam-plasma system in a pulsar magnetosphere can be stable against electromagnetic waves of the type examined.
