Precession could cause cyclic disappearances in a pulsar, such as that discovered in SN 1987A. Gravitational radiation damping and the measured small rate of change of the millisecond period limit the eccentricity in the case of the new pulsar, yielding a period of the disappearances from about an hour to the age of the universe. Precession cannot be responsible for the observed eight-hour frequency modulation at the observed amplitude but can account for modulations of lower amplitude.
