CSAO and VS NIIFTRI has reached an agreement on moving the PHA I to Irkutsk in order to eliminate the blind zone in the determination of star declination. The PHA I has been revised and could work on the almucantar with zenith distance of 45°. The new observing program consisting of 668 star transits (among them 324 are FK5 basic stars, 344 FK5 extention and supplement) with limiting magnitude of 9.5 was made. The results of one month testing observation in Irkutsk was shown that both PHA I and observing site are quite good for star catalogue, Earth rotation and plumb line measurements.
