The critical electron density necessary for the population distribution of the excited atoms in a hydrogen plasma to be in local thermodynamic equilibrium (LTE) is considered. The plasma is assumed to be optically thin and homogeneous and the densities of the excited atoms in the plasma are calculated by making use of the collisional-radiative model. It is shown that Griem's (1964) criterion for partial LTE is valid in the range of electron temperatures considered in this paper. However, for complete LTE, his criterion does not agree with the results. A new criterion is proposed for complete LTE, which is in good agreement with the present numerical results.
