Previously the authors investigated the effects of the inclusion of a significant percentage of counterrotating angular momentum in two-dimensional disks with constantly rising rotation curves. In this paper, this study is continued for disk systems in which the rotation curve turns over and falls beyond some radius, Rv(sub max). The models examined may be classified into two groups. The first group has its initial angular momentum inside some radius, Rc, reversed so that the inner portion of the initial disc counterrotates with respect to the outer disk. This is referred to as a step-function model. The second class of models have counterrotating angular momentum fully mixed throughout the disk. Numerous models of both types were run and examined in detail. The inclusion of counterrotating angular momentum, fully mixed, into a disk system will stabilize the system against nonaxisymmetric modes for both systems with constantly rising rotation curves and for those whose rotation curve reaches a maximum and then turn over. Models in which the direct and counter-rotating angular momentum are fully segregated into distinct regions are found to be able to produce bar/disk or multiple bar configurations in cases where fully prograde models cannot. The initial distribution of angular momentum in a disk system can have permanent effects upon its evolution.
