Cosmology with unstable dark matter is investigated particularly from the viewpoint of formation of structures. For galactic scales, it is shown that the amplitude of isothermal density perturbations of dark matter should be smaller than 3×10-4 at the time of recombination. As a result, isothermal density perturbations cannot account for the non-linear structures in the universe. On the other hand, for adiabatic density perturbations, although their amplitude is also restricted to be smaller than 10-2, non-linear effect enables the formation of galactic size objects before Z = 4. However, the formation of supercluster scale structures seems to be difficult.
