Indications have emerged that physical constants have varied over cosmological time. Upon the relaxation of constancy, there emerge properties that define a cosmological model of continuous creation with constant density. Surprisingly, elementary particles are found to pulsate within this cosmology, acquiring mass and generating gravitational forces that may be the bases for universal gravitation. The thorough consistency of this cosmology with the theory of large numbers is a primary factor in its attractiveness as an alternative to current cosmological models, together with a host of predictions that may be experimentally testable over a period of only one decade.
