Results are reported for an experiment which directly tests the product of photon energy and wavelength. In this experiment, a photomultiplier tube that can distinguish incident photons of different energy by direct measurement was used to compare 'old' photons in light from distant galaxies with 'young' photons in light from nearby galaxies. The objects observed were all normal elliptical galaxies belonging to clusters with spectroscopically measured redshifts. The results show no significant evidence for any redshift dependence of the photon product tested and indicate that this product does not change in time. They also imply that Planck's constant, the electron charge, and the electron mass are all constant to nearly the same limits assigned to the photon product. It is concluded that atomic standards for measuring distance and time are also constant in time, that the results are consistent with the Doppler interpretation of redshifts, and that the FIB non-Doppler redshift theory is strongly at variance with the results. The occurrence of telluric absorption bands at unshifted wavelengths when they appear in spectra of redshifted objects is cited as a natural phenomenon that seems to confirm the present results.
