I discuss the formation of the first globular clusters at high
redshifts. This problem is of particular importance since it lies at the
intersection of galaxy and star formation. Based on cosmological
simulations, I propose dwarf galaxies at z ⪆ 10 as the sites where
the first globular clusters form.
