A mechanism of cosmic-ray production in pulsar magnetospheres is proposed. It is assumed that observed pulsar spindowns are caused by particle escape and that particle injection into space occurs near the light cylinder at distances very close to the magnetospheric radius. Formulas are obtained for the total number of particles in a magnetosphere, the time-dependent rate of decrease in this number, the second time derivative of the pulsar rotation period, and the energy of particles escaping from the magnetospheres. The number of particles in the magnetosphere of the Crab Pulsar is estimated along with the time required to reduce this number by one half. The total number of pulsars in the Galaxy and their distribution with respect to rotation period are calculated under the assumption that all observed cosmic-ray fluxes originate in pulsars.
