A new model for the space time behavior of the atmospheric electrical parameters including conductivity tensor, column resistance, and electric fields is developed. The model is based on theory for ionization in the middle atmosphere due to cosmic rays and takes into account the spectra, compositions, and variations of the ionizing galactic and solar cosmic rays.
