The antiproton/proton abundance ratio in the cosmic rays of a few GeV/nucleon is about four times higher than expected on the basis of a model describing the Galaxy as a simple leaky box. The He-3/He-4 ratio at several GeV/nucleon is also enhanced, but by a factor of about two. A model capable of explaining both of these observations while being consistent with the well-established secondary-to-primary abundance ratios of heavier nuclear species is developed. Starting from the assumption that cosmic rays are produced by diffuse acceleration in supernova shock waves, the dynamics of the interactions of such a shock with another interstellar cloud is calculated, and the gross topology is determined. The cosmic ray secondary production in this system and the Galactic ray emission are calculated. Comparisons with the observed p-bar/p and He-3/He-4 ratios permits the gross equilibrium structure of the diffuse matter in the Galaxy to be calculated.
