The intensity fluctuations of particles reflected from a random surface are analyzed on the basis of the kinetic equation of the surface (and the corresponding boundary condition). It is shown that in front of a shock front (simulating the statistically uneven surface), the amplitude of cosmic ray intensity consists of a regular and a fluctuating component.
