Longterm data on cosmic-ray temporal variations in the lower atmosphere are examined which were obtained at various geomagnetic latitudes with cosmic-ray radiosondes launched into the stratosphere. These data indicate that cosmic-ray modulation effects in the lower atmosphere at the different latitudes do not occur in phase and that, particularly, the biennial cosmic-ray variation is virtually in antiphase at Arctic and Antarctic latitudes. These and certain other phenomena observed at mid and low latitudes are taken as evidence that the modulation of relatively high-energy primary cosmic rays is not uniform in interplanetary space and has a different form in separate zones. It is suggested that such 'zonal' modulation is most likely caused by the general magnetic field of the sun.
