The cosmic ray observations by the CRS experiment on Voyagers 1 and 2 now extend to 87 AU and cover the time of solar maximum and initial recovery of cycle 23. At V-1 the galactic cosmic ray (GCR) He (265 MeV/n) reached a minimum value starting at 2001.25 some 20% below its 1998 solar minimum level. By mid-2002 the GCR He had recovered to a level slightly higher than its 1998 value. At 1 AU the 265 MeV/n He decreased by a factor of 5 and has since recovered by only 50%. Following the initial recovery of the GCR He at V-1, there appeared a significant increase of 6-14 MeV electrons starting on 2002.56 and reaching a peak intensity of 0.8 electrons/m^2-s-sr-MeV. The electrons show significant temporal fluctuations that are correlated to a reasonable degree with the increases in the 2.3 MeV H intensity as described by Cummings et al. in a companion presentation at the meeting. There is no electron increase observed at V-2. The time history of the integral rate of ions > 70 MeV does not indicate the passage of any significant transient interplanetary disturbance at V-1 over the time of the electron increase. It is most likely that either these electrons are of galactic origin that have experienced strong modulation in the heliosheath or originated within the heliosphere and have been reaccelerated at the termination shock.
