Increases in cosmic-ray intensity prior to two Forbush decreases are examined using neutron-monitor data as well as satellite data on cosmic rays and solar-wind velocity. Energy spectra are computed and compared for solar cosmic rays reflected from a shock front and for the investigated intensity enhancements. It is concluded that the observed effects of the present cosmic-ray intensity enhancements were anisotropic in nature.
