The behavior of galactic-cosmic-ray fluxes and flux density within an interplanetary-magnetic-field (IMF) sector is examined using data on the cosmic-ray neutron component. The observed effects are explained in the framework of the diffusion model of cosmic-ray propagation with allowance for convection and adiabatic deceleration. It is shown that the degree of IMF irregularity may depend in an arbitrary manner on the heliocentric longitude of a magnetic sector and that the cosmic-ray flux distribution in such a sector is governed by both the presence of high-speed solar-wind streams and the behavior of the cosmic-ray diffusion coefficients.
