The problem of studying neutrons and gamma radiation of cosmic origin at
the balloon altitudes is discussed. Neutron sources and gamma-quanta on
the Sun are considered. Data on neutron and gamma quantum fluxes in the
atmosphere of the Earth are analyzed. Advantages of studying the cosmic
radiation using a balloon as compared to satellites are stressed.
