Simultaneous ionospheric ion velocity and energetic particle measurements from two sounding rockets during the expansive phase of an auroral substorm are discussed. The flow perpendicular (convective) and parallel to the local magnetic field lines is found to be highly correlated with energetic electron precipitation. A simple model for predicting the functional relationship between convective electric field and energetic electron intensity is presented. No evidence is found to suggest that ionospheric convection is decoupled from magnetospheric convection by parallel electric fields. The tendency for the convective velocities to decrease inside regions of enhanced electron precipitation is established.
