The paper deals with the problem of constructing an a priori optimal strategy for navigation measurements to ensure determination of the navigation-parameter vector at a desired accuracy. Precision is expressed in terms of a correlation matrix of parameter-vector errors or in terms of the eigenvalues of this matrix. For a problem thus formulated, it is then possible to obtain algorithms which supplement Elfving's (1952) results concerning optimum allocation in linear regression theory. The analysis is carried out under the assumption that the measurements are processed by the method of least squares and that the measurements errors are random and independent of each other.
