CCD measurements of the positions of galaxies relative to reference stars are used to construct an inertial coordinate system (ICS). The characteristics of the CCD employed are reviewed; the theoretical basis of the overlap exposure method is explained; and the formulas used in the determination of scales and the corrections for nonperpendicular axes and overlap exposure are given. Results obtained on the basis of observations with the 1-m telescope at Yunnan Observatory during 1986 are presented in tables and briefly discussed. The internal consistency of the ICS is found to be + or - 50 marcsec.
