I use C1 finite elements and a linear optimization procedure to construct continuous, and differentiable phase space distribution functions of stellar systems and dark halos in dynamical equilibrium. The equilibrium states are built using regular orbits whose phase space coordinates are computed through spectral analysis or torus mapping methods. I prove that Schwrazschild's orbit superposition technique is a sub-class of a more general finite element method (FEM) formulated based on the weighted residual forms of the fundamental relations between observable quantities and the moments of the distribution function. I apply the FEM and construct self-consistent equilibria of certain axisymmetric disk galaxies and spherical dark halos.
