Two independent constraints on the mass fluctuation spectrum of the Universe are reported. Both constraints use x-ray measurements of clusters of galaxies. A statistically complete sample of galaxy clusters which also have complete x-ray temperature information is presented. Using this sample the cluster temperature function was derived. A sample of clusters was extracted from the Einstein Medium sensitivity survey whose flow was limited and 98.4 percent identified. It contained 93 x-ray selected clusters out to a redshift of z = 0.58. Using this sample the x-ray luminosity function was obtained at three cosmic epochs.
