We propose to obtain multi-epoch photospheric-phase high signal-to- noise ratio optical spectroscopic observations of a Type II supernova in the Hubble flow (cz ~ 6000-10,000 km/s). These observations will enable us to measure the Hubble Constant, H_0, to ~10%, independent of the distance to the Large Magellanic Cloud. Precision measurements of cosmological parameters (e.g., via the CMB power spectrum) are currently limited by the precision of H_0. Moreover, the modeling of such rare high-quality data will enable us to constrain the properties of the progenitor massive star, i.e., its structure and composition, as well as develop a better understanding of the explosion mechanism at the origin of the event.
