The best available models for density turbulence and density profiles in the corona and Solar wind are used to predict the scattering of radio waves. Predictions for the mean square scattering angle < θsc2 > are then compared with the small angular sizes (< 60'') of Solar noise storms recently observed at 327 MHz by the Giant Metrewave Radio Telescope (GMRT) and the Nancay Radio Heliograph (NRH). We find that the predicted values of θ = < θsc2 >1/2 can exceed the minimum observed source sizes by up to 2-3 orders of magnitude. We discuss the implications of this surprising result.
