A method is proposed for determining the dependence of the angular rotation velocity of the neutral hydrogen subsystem on the z coordinate from observational data at 21 cm with allowance for the general expansion of the Galaxy. The method is based on a generalization of a purely rotational model of a hydrogen layer allowing for the angular velocity dependence. The analysis considers the internal (with respect to the sun) regions of the Galaxy.
