The problem of ELF wave diffraction by a local inhomogeneity of the earth-ionosphere cavity is examined. The Stratton-Chu integral equation, with Born approximation for a local height disturbance over a vertical electric dipole, is applied. It is established that the main contribution to the composite field is provided by the electrostatic component of the source field.
