It is conjectured that a simple power law with spectral index between 1/3 and 1/2 may give the primeval density fluctuation amplitude at the end of decoupling. Possible gravi-thermal origin of the cosmic inhomogeneities alluded to by such a density spectrum is discussed. The role of baryon Jeans mass is considered, and it is noted that a physically generated amplitude as a smoothly decreasing function of scale suggests a causal physical process whose domain of influence increases with time.
