Perturbation theory is used to investigate the conditions of the generation of the geomagnetic field (in the framework of kinematic dynamic theory), with special emphasis placed on the strict or approximate degeneration of eigenvalues, i.e., the damping decrements of the nondisturbed induction equation. It is shown that conditions necessary for magnetic-field generation are achieved only in the case of the simultaneous occurrence of nonaxisymmetric poloidal components and nonuniform rotation. Values of poloidal rates that are least sufficient for generation are achieved due to resonance effects under strict or approximate degeneration, and also in the case of the deviation of the rotation axis of the inner core from the rotation axis of the mantle.
