The paper examines the formation of an electron belt whose source is albedo electrons, including electrons with energies exceeding 100 MeV. An integrated spectrum of secondary electrons at a height of 200 km in the interval of forbidden pitch angles and in the region of allowed angles is presented by way of experimental confirmation of the existence of such a belt. The possibility that this belt exists up to heights of 40,000 km is examined.
