The philosophy and preliminary concepts for the design of a 3to 4-meter class telescope are presented. A clear set of goals for the telescope is motivated by the need for a work-horse instrument to complement the major new ground and space based astronomical instruments in planning or nearing completion. Primary emphasis in the design is accorded to instrument mountings so that every instrument is kept operational and easily deployable at any time. New developments in optical, mechanical, and control system technologies are being exploited throughout the telescope. Many of these innovations are described.
